Jorge Serrano leads Spain's migrant regularization achieving residency for hundreds of thousands

Jorge Serrano Paradinas, coordinator of the popular legislative initiative that brought the extraordinary migrant regularization to the Spanish Congress, has been a key behind‑the‑scenes figure as the process concludes. He helped steer negotiations between the governing parties, the Catholic Conference, and Podemos, after years of opposition from the PP and PSOE, describing the final agreement as a political trade‑off.

The regularization, which began in March, uses the Fundación para la Ciudadanía Global to issue online vulnerability certificates – a required step for residence permits. So far, 5,542 applications have been received, 2,516 certificates issued and a handful of pending requests remain. The scheme is expected to regularize roughly 900,000 migrants, lifting them from a state of exclusion, labor exploitation and the threat of detention.
