Colombia issues emergency decrees and creates Fondo Milagro for earthquake recovery
In Colombia, President Abelardo de la Espriella has issued 11 emergency decrees to manage the aftermath of the August 10 earthquake. A central component of this response is the creation of the Fondo Milagro, an autonomous financial vehicle designed to centralize and protect resources—including public funds, donations, and credits—for reconstruction efforts. Official estimates suggest reconstruction needs could reach $30 trillion. The decrees also provide liquidity to local municipalities, authorize non-reimbursable funds for electrical infrastructure, and allow territorial entities to fund projects outside their own jurisdictions through 2027.

In a separate intelligence leadership change, retired Army General Jorge Andrés Zuluaga López has been officially appointed as the new director of the National Intelligence Directorate (DNI).
In Venezuela, the government has initiated the distribution of the 2026 Patria Contingency Bonus. Affected households are receiving 249,000 bolívares, equivalent to approximately $300 USD, to assist with material damages caused by recent seismic activity.
