José Alfredo Hernández Casillas linked to 2.5 billion peso electoral contracts
An investigation by the Internal Control Body of the National Electoral Institute (INE) has revealed that five companies linked to businessman José Alfredo Hernández Casillas obtained contracts totaling 2.561 billion pesos from 27 local electoral bodies (OPLE) over the last 12 years. Approximately 77 percent of these funds, or 1.88 billion pesos, were concentrated within the last five years. The contracts specifically cover electoral materials.
INE Comptroller Víctor Hugo Carvente Contreras informed deputies that the companies allegedly simulated competition to divide the market through coordinated economic proposals. By presenting high bids to artificially inflate reference costs and disqualifying cheaper options, the companies reportedly favored specific participants. The group of companies includes Cajas Graf, Formas Finas y Materiales, Corporativo Zeg, Comercializadora JVLY, and Seriplast de México.
In a separate development, Hernández Casillas reportedly claimed in an audio recording to have provided luxury real estate in Mexico City to the children of Guadalupe Taddei Zavala, the former president of the INE. Additionally, records show that the Financial Intelligence Unit (UIF) froze Hernández Casillas's bank accounts between 2023 and 2025, though he later regained access through a judicial injunction.
