José Andrés Zorrilla Moreno sentenced for fraud in Madero

José Andrés Zorrilla Moreno, the former PAN president of Madero, was reportedly sentenced to three months in prison in February 2025 for generic fraud involving 2.1 million pesos. The case, identified as oral trial 59/2023, was overseen by Judge Víctor Reyes Hernández of Altamira. The fraud accusation originated from the construction company Cepisa, following an unpaid agreement for home renovations in the Unidad Nacional neighborhood. Zorrilla allegedly promised to settle the debt through public works contracts during his 2016-2018 term, but the debt remained unpaid.

In addition to the fraud conviction, Zorrilla faces several other legal challenges. He is under investigation by the State Superior Audit Office and was linked to a 2019 criminal complaint regarding missing municipal property, including three engines, a vehicle, and 20 communication radios. Furthermore, reports from late 2018 indicated a complaint for alleged embezzlement and misuse of authority totaling 492 million pesos, though a public file for this specific matter has not been identified.
