José Walther Manrique released in Spain after Interpol detention
José Walther Manrique Suárez, a key figure in Ecuador’s Progen investigation—also known as the ‘Apagón’ case—was detained by Interpol in Spain on September 30, 2026. Manrique is accused of embezzlement (peculado) related to failed electricity generation contracts involving Celec EP and Progen Industries LLC, which reportedly caused damages nearing $104.4 million.
Following his detention, Manrique was released in Spain on October 1, 2026, after appearing before a judge. His release occurred because the Ecuadorian National Court of Justice has not yet submitted a formal diplomatic extradition request. For extradition to proceed, the request must be reviewed by the Spanish government and the Audiencia Nacional to ensure the crime meets the principle of double incrimination.
Adding complexity to the legal proceedings, Manrique and his wife, Karla Saud, filed for international protection and asylum in Spain on July 10, 2026. They claim that state actions and public statements from Ecuadorian authorities have transformed a commercial dispute into political persecution that threatens their lives. While the asylum request is pending, it does not legally halt the extradition process.
