Josep Rull calls amnesty a precondition for Catalan political progress

Josep Rull, President of the Parliament of Catalonia, stated that the application of the amnesty law for leaders of the 'procés' is not a final solution but an essential precondition for further progress. He argued that while amnesty neutralizes elements of repression and persecution, true normality will only arrive when Catalans can decide peacefully.

Rull criticized the PSOE, claiming that high levels of non-compliance with previous agreements prevented a different path for resolving the conflict. Regarding the potential return of former President Carles Puigdemont and deputy Lluís Puig to Catalonia, Rull urged prudence, noting that the individuals themselves will decide when to return and that amnesty depends on a dismissal order.

He described a potential return to the Parliament as a 'historic fact' and expressed his intention to ensure they are received with maximum solemnity and dignity. Rull also dismissed any possibility of him becoming the leader of Junts if Puigdemont were to step down, stating his intention is to end his political career after his term as Parliament President.
