Juan Hubieres calls for civil society to address Dominican Republic traffic crisis

Juan Hubieres, president of the National Transport Federation (Fenatrano), has called on civil society leaders in the Dominican Republic to spearhead an integral solution to the country's traffic and road mobility crisis. Speaking at the ‘RD Debate 2026’ event, Hubieres argued that while traffic laws exist, they are not enforced due to the political cost of maintaining order, citing a lack of political will and corruption as primary obstacles.

Addressing road safety, Hubieres noted that 90% of accidents are caused by human error, 5% by fortuitous circumstances, and 5% by mechanical failures. He has proposed to the new director of the National Institute of Transit and Land Transport (Intrant), Manuel Méndez, the creation of a specialized fine to cover damages resulting from accidents.

To alleviate congestion, Hubieres advocated for strengthening mass transit, citing the Independencia Corridor as a successful model. He also suggested increasing road connections and constructing new bridges in Greater Santo Domingo, including a bridge from Los Tres Brazos to Santo Domingo Norte and improved connections with Villa Mella.
