Juanma Moreno seeks Vox pact after failed Andalusian investiture, warns of Oct 25 election

The Andalusian parliament rejected Juanma Moreno's investiture on Tuesday, recording 53 votes for and 56 against. The People's Party (PP) fell short of the 55‑vote absolute majority and the opposition parties – PSOE‑A, Adelante Andalucía and Por Andalucía – voted no, as did Vox. Moreno announced that a second vote will be held within 48 hours and that a governing agreement with Vox is now essential.

Vox leader Manuel Gavira confirmed the party will vote “no” in the upcoming session unless a pact is reached. He reiterated Vox’s demands: adoption of a “priority‑national” agenda, stricter immigration controls, reduction of bureaucracy and tax cuts. Moreno acknowledged the need to negotiate, urging Vox not to waste time and warning that failure to form a government would trigger a new regional election on 25 October, leaving Andalusia without an administration for months.

Both sides have exchanged statements stressing a willingness to continue talks while maintaining their core positions. The outcome of the Thursday vote will determine whether a PP‑Vox coalition governs or whether Andalusia heads to a snap election in the autumn.
