Juanma Moreno seeks Andalusian investiture as Vox support hangs in balance

The People's Party (PP) won 53 seats in the 17 May Andalusian election, two short of the 55 needed for an absolute majority. To form a government, PP leader Juan Manuel Moreno must secure the backing of the 15‑seat right‑wing Vox party.

The parliamentary debate on Moreno’s investiture began on 29 June in Seville. The first vote is scheduled for 30 June; if an absolute majority is not reached, a second round will be held on 2 July, where a simple majority will suffice. Failure to obtain a majority in either round would trigger a dissolution of the parliament and a new election.

Negotiations between PP and Vox have been conducted behind closed doors. Vox leader Manuel Gavira says talks are ongoing but no agreement has been formalised, leaving the outcome of the votes uncertain. Moreno has urged Vox to act “with generosity” and warned that a deadlock could force a repeat election, stressing the urgency of approving the 2027 regional budget. He also presented policy proposals on housing, agriculture, water law reforms and a health‑system overhaul, but the decisive factor remains whether Vox will supply the two or four votes required.
