Juanma Moreno faces investiture vote amid PP‑Vox coalition talks in Andalusia

The Andalusian Parliament will hold the investiture plenary on Monday 29 and Tuesday 30 June. President of the Parliament Jesús Aguirre will propose Juanma Moreno as candidate and set the agenda. The People’s Party (PP) holds 53 seats and needs the 15 votes of Vox to reach the 55‑seat absolute majority required by law. Negotiations between the two parties are ongoing; Vox has warned it will vote “no” in the first round if no agreement is reached, and has indicated it will not abstain. The PP insists it wants to govern alone, while discussions focus on three pillars: the policy measures Vox demands, the allocation of ministries (particularly Agriculture and Social Issues), and the composition of the parliamentary Mesa. If Moreno fails to secure an absolute majority in the first vote, a second vote can be held 48 hours later, requiring only a simple majority.

A recent CIS poll shows the PP leading in Andalusia for the upcoming national election with 25.6 % of intended votes, ahead of the PSOE at 22.8 % and Vox at 12.9 %. The poll also notes a 13.7 % undecided electorate.

Separately, the Andalusian regional government has filed a legal challenge against the Spanish State’s 2026‑2030 State Housing Plan, arguing that the decree infringes regional competences and would demand an additional €400 million from Andalusia—over six times the previous contribution—while the State’s share would only triple.
