Juba County Commissioner restricts foreign retail business

Kalisto Lado, the Caretaker Commissioner of Juba County, has issued a directive stating that retail businesses should be reserved for South Sudanese nationals. During an inspection of the Kubri Haboba Market, Lado argued that foreign nationals should focus on wholesale trade and large-scale investment rather than small-scale activities such as selling food items or operating motorbikes (boda bodas).

Lado emphasized that protecting small business opportunities for local youth and women is a priority. He clarified that while foreign business communities are welcome and will be provided security, they should avoid competing in the retail sector.

Following reports that Lado had ordered foreigners to leave the country within seven days, the Commissioner issued a clarification. He denied claims that he had the mandate to deport or evacuate foreign nationals, noting that such authority rests with the Ministry of Foreign Affairs. He maintained that his intention is not to expel foreigners, including Kenyans and other East Africans, but to ensure that retail commerce supports local citizens.
