Juiz de Fora launches bidding for municipal health plan
The City Hall of Juiz de Fora has opened a bidding process to address the financial and operational crisis of the Municipal Civil Servant Health Assistance Plan (PAS-JF). The plan currently faces a debt of R$ 24 million and a monthly deficit of approximately R$ 1 million, leading to difficulties in scheduling appointments and service interruptions for its roughly 10,000 users.
The bidding process has a global reference value of R$ 136,619,782.04 for the initial 12-month period. The selection will be based on the highest linear discount applied to reference tables for accommodation. The new model aims to preserve the mutual nature of the portfolio, mitigate beneficiary evasion, and manage the risks associated with high-cost care for the approximately 9,535 beneficiaries, which include active employees, retirees, and pensioners.
