Juiz de Fora mayor vetoes social housing reservation for disabled children

Margarida Salomão, the mayor of Juiz de Fora, has vetoed Bill No. 119/2026, which proposed reserving at least 10% of social interest housing units for families with children with disabilities or neurodevelopmental disorders, such as Autism Spectrum Disorder (ASD).

The veto was based on claims of unconstitutionality and being contrary to the public interest. The original proposal sought to apply this reservation to every social housing project promoted, financed, or subsidized by the municipality. To qualify, families would have needed to provide medical documentation and meet specific socioeconomic and residency criteria. The bill also aimed to prioritize housing with architectural accessibility and proximity to essential services like health and education.
