Junta de Andalucía advances labor reforms amid teleworking delays

The Regional Government of Andalusia (Junta de Andalucía) is implementing significant administrative changes for its labor staff, though progress on remote work remains stalled. Under the proposed VII collective agreement, the administration plans to create a single recruitment pool for temporary staff and an open, permanent transfer competition for 21,000 professionals to facilitate mobility.

This agreement, pre-agreed with unions including UGT, CCOO, CSIF, and USTEA, includes retroactive salary increases effective January 1, 2026, marking the first such increase in 24 years. The measures also aim to introduce horizontal professional career paths and performance evaluations.

However, tension persists regarding the implementation of teleworking. Despite a previously established calendar, the Minister of Artificial Intelligence, Local Administration, and Public Function, José Antonio Nieto, has declined to provide a definitive date for the approval of the remote work decree. While the Minister emphasizes the need for guarantees regarding employee activity and digital stability, unions and opposition members have criticized the delays and the failure to meet previously agreed-upon timelines.
