Peru declares state of emergency in five high-security prisons
The Peruvian government, under President Keiko Fujimori, has declared a 60-day state of emergency in five high-security prisons: Challapalca, Cochamarca, Trujillo Varones, Miguel Castro Castro, and Ancón I. The measure aims to combat organized crime operating from within the facilities, which house approximately 50% of inmates linked to criminal organizations.
Under the decree, police and military forces will assume control of the prison interiors and their perimeters. Security forces are also authorized to monitor and protect the airspace and electromagnetic spectrum around the facilities to prevent illegal communications. This intervention follows a rise in the national homicide rate to 10.7 per 100,000 inhabitants and recent violent incidents, including a kidnapping of a mining executive.
In a separate political development, the Juntos por el Perú caucus has filed a motion of interpellation against Interior Minister César Astudillo. The motion, which includes 27 questions, addresses concerns regarding public security management and alleged irregular appointments within the ministry. Additionally, the government has requested 120 days of extraordinary legislative powers from Congress to allow for the classification of criminal organizations as terrorists.
