Kaamil Omar Sallah arrested in $1.3 million Medicaid fraud case

Kaamil Omar Sallah, 26, was arrested at Minneapolis-St. Paul International Airport on September 10, 2026, after voluntarily returning to Minnesota from Amsterdam to face federal charges.

Sallah is accused of orchestrating a scheme through his company, SafeLodgings, Inc., to defraud Minnesota’s Housing Stabilization Services Program. Between March 2023 and August 2025, the indictment alleges that Sallah and his company submitted fake and inflated bills, claiming approximately $1.4 million and receiving nearly $1.3 million in Medicaid benefits. The program is designed to assist individuals facing disability and substance abuse issues in maintaining housing.

According to U.S. Attorney Daniel N. Rosen, Sallah was indicted on four counts of wire fraud in December 2025. After fleeing to the Netherlands in November 2025, Sallah coordinated his return through the Federal Defenders Office to self-surrender. The investigation involves multiple agencies, including the FBI, IRS Criminal Investigation, and the Department of Health and Human Services Office of Inspector General.
