Kaipara District Council rejects Head Start reform and welcomes new citizens

Kaipara District Council voted unanimously on July 15 to reject the Government’s voluntary Head Start local‑government reform pathway. Mayor Jonathan Larsen said the council was concerned about cost, lack of evidence that past mergers saved money, and the rushed three‑month timetable. He proposed three unitary authorities instead of a single super‑council and questioned the need for legislation governing the process.

Later in July, the council held a citizenship ceremony at the Northern Wairoa Boating Club in Dargaville. Thirteen new New Zealand citizens from various countries took the oath, and Mayor Larsen welcomed them, praising the skills and contributions they would bring to the district. Attendees shared personal stories of migration and settlement, underscoring the community’s growing diversity.
