Kaja Kallas opposes EU foreign service restructuring plans

EU foreign policy chief Kaja Kallas is opposing proposals from France and Germany to restructure the European External Action Service (EEAS). The proposed changes involve transferring a significant portion of the service's staff to the European Commission.

Supporters of Kallas fear that this reorganization would grant European Commission President Ursula von der Leyen increased control over the union's foreign policy. Kallas has expressed concerns regarding the autonomy of her position, stating, “If I have someone above me who actually makes the decisions, then this does not work.”

The debate comes as the EEAS faces pressure to adapt to a shifting global landscape, including the war in Ukraine, relations with the United States, conflicts in the Middle East, and competition with China. While the restructuring is intended to strengthen the service, critics argue it may centralize power within the Commission.
