Kaohsiung advances urban renewal and transit-oriented development
The Kaohsiung Urban Development Bureau is advancing urban renewal and land use planning to support regional growth. Addressing comparisons with Taipei, the Bureau emphasized that different cities possess unique land conditions and population structures, making direct numerical comparisons of renewal progress inaccurate. Under Mayor Chen Qi-mai, Kaohsiung has implemented a “public-led, private-driven” strategy, initiating 24 public urban renewal projects over the last six years, with an estimated private investment exceeding NT$283.2 billion.
In the Fengshan District, the city has launched the fourth comprehensive review of its urban plan to accommodate industrial shifts and population growth. The plan focuses on Transit-Oriented Development (TOD), utilizing rail nodes like the Orange and Yellow MRT lines and the Fengshan Railway Station to promote high-intensity, mixed-use land development.
Key adjustments in Fengshan include converting military land into park space and repurposing plaza land for parking to meet local demand. The city aims to transform the area into a low-carbon, resilient core that integrates commercial, cultural, and residential functions while supporting the 2050 net-zero emissions goal.
