Karen Reichardt proposes pet breeding and shelter regulation bill

Argentine Deputy Karen Reichardt of the La Libertad Avanza party has introduced a bill to the Chamber of Deputies to establish a National Minimum Budget Regime for regulating pet breeders, shelters, and foster homes. The proposal recognizes animals as ‘sentient beings’ and incorporates the ‘Five Freedoms’ regarding nutrition, health, safety, behavior, and protection from fear and suffering.

The legislation seeks to standardize requirements for accommodation, feeding, hygiene, and veterinary care across the country. It includes mandates for identification and traceability systems, sanitary and emergency protocols, capacity limits to prevent overcrowding, and the requirement of a technical veterinary director. For shelters and foster homes, the bill proposes mandatory sterilization before adoption and responsible adoption policies.

The project has faced significant criticism from animal protection organizations. Critics argue that by establishing a regulatory framework for commercial breeders, the bill effectively legitimizes the commercial exploitation of animals rather than moving toward a ban. Furthermore, opponents contend that the bill unfairly applies the same legal, structural, and inspection requirements to non-governmental organizations and volunteer rescuers as it does to commercial enterprises.
