Karin Prien announces new German social service law

German Family Minister Karin Prien (CDU) has announced plans to introduce a new law for a 'social service' (Gesellschaftsdienst) to strengthen civic engagement. The legislative draft is expected to be introduced within the coming weeks or later this year.

The proposed reform aims to consolidate and strengthen the Federal Volunteer Service, youth services, and civil and disaster protection. A key goal is to create a legal entitlement for those wishing to serve, ensuring the service is more financially attractive than current models—such as the Voluntary Social Year (FSJ)—to ensure participation is not limited by a family's financial situation.

Prien emphasized that the service is not intended to be mandatory, noting that there is currently no parliamentary majority for compulsory service or the reinstatement of conscription. However, she suggested the current security situation, particularly due to the war in Ukraine and hybrid threats, provides a reason for such a debate.

While the plan has received support from organizations like Caritas, which called the reform 'overdue,' it has faced criticism from the Left Party, which views it as a potential recruitment tool.
