Karnataka CM DK Shivakumar Announces Legal Reforms for Apartment Owners

Karnataka Chief Minister D K Shivakumar said the state will introduce legal measures to resolve long‑standing issues faced by apartment owners in Bengaluru, including property registration, ownership rights and community governance.

He announced that a bill will be presented in the Assembly session beginning on August 6 after consultations with legislators, resident‑welfare associations and leaders of all parties. The legislation will incorporate the Bhu Guarantee initiative, which aims to ensure property titles are transferred to owners’ names and to digitise records.

Shivakumar warned builders and developers against violating regulations, promised stricter enforcement, and outlined civic improvements such as increased water‑supply reliability, a Rs 4,000 crore pothole‑filling programme, underground utility cables and steps to improve garbage‑management tendering.
