Karnataka implements new medical transparency and attendance rules

The Karnataka government has introduced new regulations aimed at improving accountability and transparency within the state's healthcare system. Starting November 1, hospitals across the state are required to provide detailed, itemized billing to patients. This includes disclosing both the purchase price and the maximum retail price (MRP) for medicines, medical equipment, stents, and disposable supplies. Additionally, hospitals must prominently display official treatment rate lists in public areas and maintain procurement records for at least three years for inspection.

In a separate directive, doctors stationed at taluk hospitals and primary health centres (PHCs) must use the geo-fenced ‘Kartavya’ app to log their attendance after 9 pm, effective November 1. This measure follows an inquiry by the Upa Lokayukta which found some employees were not residing at their assigned headquarters. The app-based system will eventually extend to contract and outsourced personnel, with salary payments linked to app-generated attendance reports starting in January 2027.
