KCCA officials and land dealer remanded over Munyonyo land fraud

Four individuals, including three officials from the Kampala Capital City Authority (KCCA) and a land dealer, have been remanded to prison following allegations of a fraudulent land scheme in Munyonyo, Kampala.

The suspects—Wasswa Charles Jude, Agaba Ronah, Achom Esther, and Kizito John—face charges of criminal conspiracy, forgery, abuse of office, and fraudulent procurement of a title. Investigators allege the group conspired in 2024 to irregularly obtain a special certificate of title for a half-acre property in Kyadondo Block 255, Plot 532. The land has been registered to James Mulebeke since 2011.

The State House Anti-Corruption Unit, the Criminal Investigations Directorate, and the Office of the Director of Public Prosecutions are involved in the ongoing investigation. The accused have been remanded until October 29, 2026.
