Keene residents protest recent ICE arrests at city hall

Approximately 200 residents attended a special Keene City Council meeting on Monday, August 17, 2026, to express concern following recent Immigration and Customs Enforcement (ICE) arrests in the city. Reports indicate that at least three residents were arrested during the federal agency's recent activity.

Mayor Jay Kahn and city officials expressed sympathy for the community's fear but noted significant legal and financial constraints. New Hampshire state laws passed last year aim to prevent municipalities from establishing sanctuary jurisdictions, with the potential for cities to lose up to a quarter of their state funding or face lawsuits from the attorney general. Additionally, federal executive orders have increased pressure on local governments to cooperate with immigration enforcement.

City Attorney Amanda Palmera clarified that local governments lack the legal authority to interfere with federal law enforcement. While Keene has not signed a 287(g) agreement—which allows local officers to perform federal immigration duties—the city is exploring ways to support affected residents. Police Chief Steve Stewart stated that all individuals will be treated with fairness and respect regardless of their immigration status.
