Kelly Portalatino investigated after striking cyclist in Lima

The Public Ministry has launched a preliminary investigation against former congresswoman and former minister Kelly Portalatino for alleged culpable injuries. The investigation follows an accident in Cercado de Lima where Portalatino’s vehicle struck Frank Ronnie Espinoza Maurtua, a 48-year-old man riding an electric bicycle.

Espinoza Maurtua was hospitalized with a diagnosed spinal injury, specifically a fracture in his coccyx. His mother, Carmen Espinoza, has publicly criticized Portalatino, stating that the former official has not personally assumed the medical or property expenses resulting from the collision. While a lawyer was sent to discuss a potential settlement, the family expressed concerns regarding the ongoing medical costs and the victim's inability to work during his recovery.

Authorities have ordered several investigative steps, including a breathalyzer test for Portalatino, a review of surveillance footage, and medical-legal recognition of the victim. Records also indicate that Portalatino has a prior serious traffic violation for speeding.
