Kelowna council seeks closure of downtown supervised consumption site
Kelowna Mayor Tom Dyas, writing on behalf of the city council, has formally requested that the federal Ministry of Health deny the 2027 renewal for the Outreach Urban Health supervised consumption site. The facility, located on Pandosy Street, provides medical monitoring and harm reduction services for individuals using substances.
The council cites significant public safety concerns as the primary reason for the request. According to the letter, the area surrounding the site has seen recurring incidents including gang activity, weapons-related assaults, drug trafficking, arson, and overdoses. Since the site opened in 2021, the RCMP has responded to 3,466 calls for service in the immediate vicinity, while the Kelowna Fire Department and bylaw services have also responded to hundreds of incidents.
Additionally, a 2023 survey by the Downtown Kelowna Association indicated that 89 per cent of 133 surveyed businesses reported the site has had a “bad” or “very bad” impact on the downtown area. The city is using these challenges to reinforce its request to the Province of British Columbia for a regional mandatory care facility.
