Kentucky implements education tax credits amid property tax concerns

Kentucky is facing significant shifts in fiscal policy regarding property taxes and education funding. Recent sharp increases in property values, driven by housing inflation and reassessment schedules, have led to spiking property tax bills. While some have proposed constitutional amendments to address this, the Kentucky Center for Economic Policy suggests sensible reforms to protect residents and public services without changing the constitution.

Simultaneously, a new scholarship tax credit is set to begin on January 1. This program allows Kentuckians to receive a one-for-one tax credit on up to $1,700 in donations to scholarship granting organizations (SGOs). These funds can be used for private or homeschool education expenses, including tuition and supplies. Eight organizations have already applied to become SGOs, including the Catholic Education Foundation and the Southeastern Kentucky Faith-Based Scholarship Fund. The credit was passed by the Republican-controlled legislature despite a veto from Governor Andy Beshear. Eligibility is limited to students whose household income is no more than 300% of the area median gross income.
