Kenya and South Sudan negotiate oil supply for Dangote refinery

Kenya and South Sudan are negotiating a crude oil supply agreement to support the Dangote East African Oil Refinery in Lamu. President William Ruto indicated that while Kenya will utilize its own Turkana oil project, which is set to begin commercial production in December 2026, the projected 20,000 barrels per day from Turkana will not meet the refinery’s 700,000 barrels per day capacity. Consequently, Kenya is seeking additional supply from neighboring countries, including South Sudan.

The approximately US$16 billion refinery is expected to be completed in 2029 and is projected to create 60,000 jobs. Afreximbank has supported the project, noting its potential to enhance regional energy security and transition Africa toward trading value-added products.

In a related development, Kenya’s Capital Markets Authority (CMA) has approved a Global Depositary Receipt (GDR) route. This allows eligible local investors to participate in the Dangote Petroleum Refinery & Petrochemicals IPO through the Nairobi Securities Exchange, facilitated by Renaissance Capital (Kenya) Limited.
