Kenya arrests three men over Ksh14.9 million procurement fraud in Kilifi and Laikipia

Three suspects—Naftali Kimani Chege (aka Ignatius Njenga), Kenneth Thuo Karanja (aka Bosco Mbugua Ng'ang'a) and Michael Munene—were arraigned before the Kilifi Chief Magistrate’s Court over an alleged procurement fraud scheme that used the name of the Programme Against Malnutrition (PAM) to obtain goods worth roughly Ksh14.95 million.

Police say the men convinced suppliers in Kilifi and Laikipia counties to deliver cooking oil, rice, sanitary towels, bar soap and milk, then vanished without payment. Detectives seized invoices, receipts, procurement records, SIM cards and PAM‑branded banners during coordinated raids on rented offices in Rojo, Kilifi and Nanyuki, Laikipia. The court granted investigators 21 days to keep the suspects in custody while the investigation continues.
