Kenya DCI arrests blogger and college director over hate speech and fake certificates

The Directorate of Criminal Investigations (DCI) in Kenya announced the arrest of two individuals in separate cases. On August 4, 2026, DCI detectives detained blogger Justin Kinyua Mwangi in Wanguru Town, Kirinyaga County. Mwangi, who runs a Facebook page under his name, is accused of posting material that constitutes hate speech and ethnic contempt under Sections 13 and 62 of the National Cohesion and Integration Act. He is expected to be arraigned on those charges.

In a separate investigation, DCI officers arrested Philip Kipsoi Kiyeng, the director of Region Group College in Eldoret, for allegedly issuing forged academic certificates. The counterfeit diploma, presented as a Moi University affiliation, led a student to lose his job after the certificate was deemed fraudulent by the Public Service Commission. Kiyeng faces charges of making false documents under Sections 347(a) and 349 of the Penal Code. Both suspects remain in police custody pending further legal proceedings.
