Kenya enforces mandatory Advance Cargo Declaration for container imports

Kenya has begun enforcing mandatory Advance Cargo Declaration (ACD) requirements for containerized imports. Introduced by the Kenya Revenue Authority (KRA), the regulation requires shippers, exporters, and freight forwarders to obtain a 15-digit ACD reference code before cargo is loaded.

To secure the code, cargo interests must register via the KRA’s ACD platform and submit documentation, including a draft Bill of Lading, commercial invoice, freight invoice, and export declaration. Once validated and fees are paid, an ACD certificate and reference number are issued. This number must appear on the final Bill of Lading.

Shipping carriers, including CMA CGM, have warned that non-compliant shipments may face significant disruptions, such as being rolled to subsequent vessels, delayed customs clearance, additional inspections, or the non-discharge of cargo. Failure to comply may also result in financial penalties, fines, and other legal consequences. The mandate applies specifically to containerized cargo imported through Kenyan ports; cargo transiting through Kenya to other destinations is excluded.
