Kenya Grants Crypto Firms Appeal Rights as Global Companies Apply for Licences

Kenya has finalized its Virtual Asset Service Providers (VASP) Regulations, giving licensed cryptocurrency exchanges, wallet providers, stable‑coin issuers and other virtual‑asset firms a formal right to appeal regulatory decisions such as licence refusals, suspensions or revocations. The framework also expands enforcement powers, allowing regulators to freeze or seize assets linked to suspected financial crime and to intervene in the management of firms to protect customers.

Within weeks of the rules taking effect, several international and African crypto companies – including Binance, Yellow Card, Luno, VALR and Kotani Pay – announced plans to submit licence applications. Their interest signals that the new regime is being viewed as a viable pathway into one of Africa’s most active digital‑asset markets, and it demonstrates early uptake beyond the consultation stage.

The regulations separate licences by business model, applying tailored capital, governance and compliance requirements to exchanges, payment processors, custodians, token‑issuers and advisers, while providing procedural safeguards for licensed operators.
