Kenya implements new customs benchmarks and courier oversight rules

The Kenya Revenue Authority (KRA) has announced an increase in the Customs Minimum Benchmark for general containerised consolidation cargo. The threshold for 40-foot containers will rise from KSh2.5 million to KSh3.2 million, effective August 20, 2026. The KRA stated the adjustment aims to strengthen customs controls, protect government revenue, and prevent unfair competition caused by undervaluation or concealment of goods.

Separately, new regulations from the Communications Authority of Kenya (CA) will require digital courier platforms to maintain detailed records of parcel contents and the identities of both senders and recipients. Scheduled to take effect on September 20, these rules will grant the KRA, the CA, and police agencies access to parcel information. The measures are designed to combat the movement of prohibited items, such as illicit drugs and firearms, through courier networks.
