Kenya National Assembly demands accountability over Sh67.92 billion Equalisation Fund arrears

Members of Kenya's National Assembly have raised concerns regarding significant arrears in the Equalisation Fund. National Treasury Cabinet Secretary John Mbadi disclosed that cumulative receipts into the fund stand at Sh22.42 billion, against a constitutional entitlement of Sh90.34 billion. This leaves outstanding arrears of Sh67.92 billion, or approximately 75.2 per cent of the total entitlement.

Lawmakers from marginalised areas, including Tiaty MP William Kamket and Samburu West MP Naisula Lesuuda, questioned the Treasury over delays in releasing funds intended for essential services such as water, electricity, roads, health facilities, and education infrastructure. In Baringo County, while Sh595.03 million was appropriated for projects under the 2023 Appropriation Act, only Sh174.15 million had been transferred to the county’s Special Purpose Account by June 30, representing an absorption rate of roughly 29 per cent.
