Kenya police arrest suspected gang instructor in Kisumu

Police in Kisumu, Kenya, have arrested 34-year-old Franklin Okungu, also known as ‘Ninjaman’, suspected of being a gang instructor for an outfit called ‘American Marines’. During an intelligence-led operation involving the Directorate of Criminal Investigations (DCI), Administration Police Service, and General Service Unit, officers recovered various items including machetes, a customized club with a metal casing, arrows, tactical clothing, and military-style gear. Additionally, authorities seized cannabis and training manuals containing handwritten notes on warfare tactics.

Separately, Human Rights Watch has raised concerns regarding a rise in organized gang attacks across Kenya ahead of the 2027 elections. The organization reported that unidentified armed groups have targeted civil society events and opposition gatherings, resulting in at least six deaths and numerous injuries. Human Rights Watch noted that these incidents have created a climate of fear and urged Kenyan authorities to ensure accountability and protect the political rights of citizens.
