Kenya President Ruto orders transport authority to permit matatu graffiti

President William Ruto instructed the National Transport and Safety Authority (NTSA) to develop a framework that allows matatu operators to keep artwork and graffiti on their public service vehicles, while maintaining road‑safety standards. The directive follows a High Court decision that upheld NTSA’s earlier notice restricting vehicle modifications such as tinted windows and excessive lighting, citing public safety under Article 24 of Kenya’s Constitution.

Ruto emphasized the cultural importance of matatu graffiti and said the government would balance creative expression with safety. In the same address he announced broader transport sector measures, including temporary relief for operators facing loan pressures, a review of the Insurance Act and Auctioneers Act, and new regulations for ride‑hailing services.
