Kenya Revenue Authority requires advance cargo declaration code for all imports

The Kenya Revenue Authority (KRA) has introduced a mandatory Advance Cargo Declaration (ACD) requirement for all containerised cargo destined for Kenyan ports, effective 3 August 2026. Exporters, freight forwarders, shipping lines and clearing agents must obtain a 15‑digit ACD reference code through KRA’s online portal before loading cargo. Required documents include a draft Bill of Lading, commercial invoice, freight invoice and export declaration. The code must be printed on the final Bill of Lading; failure to do so can result in customs delays, cargo holds, additional inspections, penalties or fines.

KRA says the new process will improve cargo visibility, digitise shipment management and speed up clearance of goods entering Kenya.
