Kenya reviews bill to create independent transportation safety board
Kenya’s Budget and Appropriations Committee is reviewing the Kenya Transportation Safety Board Bill, 2026. The proposed legislation seeks to establish an independent agency dedicated to investigating transport accidents across road, rail, aviation, and maritime sectors.
Currently, accident investigation functions are distributed among various regulators, including the National Transport and Safety Authority (NTSA), the Kenya Civil Aviation Authority (KCAA), and the Kenya Maritime Authority. The new board would consolidate these roles to provide professional, independent investigations focused on identifying causes and making safety recommendations to prevent future incidents.
Proponents of the bill argue that a specialized body is necessary to address rising road fatalities and to examine comprehensive factors such as infrastructure design, vehicle safety, and human behavior, rather than focusing solely on enforcement.
