Kenyan President William Ruto accused of overrunning institutions

Former Treasury Cabinet Secretary and ex‑Central Bank of Kenya governor Professor Njuguna Ndung’u charged that President William Ruto is overrunning Kenyan government institutions, weakening their independence and forcing civil servants to act out of fear. Ndung’u made the remarks at a forum in Sweden on 1 July titled “What Aid Can Do and Cannot Do”, stressing that strong institutions—not individual leaders—are essential to combat corruption and poverty.

He contrasted the current administration with the tenure of former President Mwai Kibaki, when institutions were better protected and corruption was more publicly confronted. Ndung’u said he refused to engage in any “deals” while serving as Treasury Cabinet Secretary, arguing that corruption diverts public resources and erodes institutional capacity.
