Kerala and Rajasthan Regulators Reject Solar Prosumers' Petitions
The Kerala State Electricity Regulatory Commission (KSERC) dismissed a petition by four rooftop solar prosumers that challenged the Average Pooled Power Purchase Cost of Rs 3.26 per unit for settling surplus energy. The regulator held the petition was not maintainable and found no basis to alter its earlier order that set the rate, rejecting claims that a higher rate was justified.
The Rajasthan Electricity Regulatory Commission (RERC) likewise rejected petitions from Sudiva Spinners Pvt. Ltd. and RSWM Ltd., ruling that captive solar plants of 1 MW or more remain obligated entities under the state Renewable Purchase Obligation (RPO) Regulations. While the commission clarified that self‑consumed renewable energy can count toward the entity’s own RPO, it refused to exempt these captive generators from the obligation.
