Kerala child rights panel prohibits school punishment over hair length

The Kerala State Commission for Protection of Child Rights has issued an order stating that schools cannot punish, harass, or discriminate against students based on their hair length or appearance. Commission member P Shajesh Bhaskar noted that boys, girls, and children who have not affirmed a specific gender identity should be permitted to grow and maintain their hair according to their personal preference.

While granting greater freedom, the Commission specified that hair must be kept clean and maintained safely. It must not obstruct the eyes or face, and students must secure long hair with bands during sports, laboratory work, or practical classes for safety. The panel also advised against the use of potentially harmful hair chemicals or colors.

The decision follows petitions regarding discrimination against boys and gender-non-conforming children. The Commission observed a lack of specific guidelines from the State Education Department and the CBSE regarding hair length. It has recommended that these bodies urgently prepare guidelines and include representatives of boys and gender-non-conforming children in the drafting process. Respondents are required to submit an action-taken report within 45 days.
