Kerala inquiry flags irregularities in proposed Lionel Messi visit

A Kerala Sports Department inquiry has flagged significant financial and procedural irregularities regarding the unfulfilled proposal to bring football star Lionel Messi and the Argentina national team to the state. The report, submitted by Special Secretary N Prasanth to Chief Minister V D Satheesan, suggests potential money laundering and violations of the Foreign Exchange Management Act (FEMA).

Key findings include a lack of documentary evidence confirming that the Argentina Football Association (AFA) ever accepted the invitation or received the reported $15 million (approximately Rs 126 crore) payment from the sponsor, Reporter Broadcasting Company (RBC). The investigation also noted a discrepancy of Rs 128 crore between the project's total estimate and expected revenue.

The report criticizes the previous government for appointing RBC in a “non-transparent and arbitrary manner” and questions the use of government machinery to benefit a private entity. It recommends further investigations by vigilance and central agencies into the money trail and the role of foreign intermediaries. Current Sports Minister O J Janeesh stated that the focus is on whether government resources were used for private profit, rather than just financial loss.
