KESCO fails to establish separate entity for open market consumers

KESCO has failed to comply with a decision from the Energy Regulatory Office (ZRrE) to separate household consumer supply from its open market operations. The six-month deadline for this transition expired on October 22.

The ZRrE mandate required the establishment of a separate legal entity to hold consumer contracts in the competitive market. This measure was intended to prevent market distortion and ensure fair competition by preventing advantages stemming from a regulated market position.

In the absence of a new entity, KESCO consumers in the open market are expected to transition to the Kosovo Energy Corporation (KEK), which has been designated as the Supplier of Last Resort for the period between January 31, 2026, and January 30, 2029. Meanwhile, KEK has filed a complaint with the Competition Authority against KESCO and KEDS, alleging that they are abusing their dominant position by restricting access to necessary consumer data.
