Kim Ji-eun petitions Chungcheongnam-do to waive litigation costs

Kim Ji-eun, the victim of sexual violence by former South Chungcheong Province Governor An Hee-jung, has filed an official civil complaint with the Chungcheongnam-do provincial government. She is requesting that the province waive the collection of litigation costs following a civil lawsuit.

While a court previously ruled that An's sexual misconduct was related to his official duties—thereby establishing the liability of both An and the provincial government for damages—Kim was ordered to bear a portion of the legal costs because her claims were not granted in their entirety. Kim argues that collecting these costs from a victim is unjust, especially since the provincial government's liability was recognized. She has requested that the matter be referred to the Litigation Deliberation Committee, citing provincial regulations that allow for the waiver of cost collection in cases involving the protection of social minorities or public interest.

Kim stated that the funds are essential for her livelihood and medical treatment, noting that the legal battle is delaying her recovery. The Korea Women's Political Network has also called for the withdrawal of the claim, labeling it a form of secondary victimization. The provincial government has stated it is currently reviewing the request to refer the case to the committee.
