Ceuta security: King Felipe VI meets military leaders following mass migration crisis

Following a massive irregular migration event in Ceuta on July 30-31, 2026, where over 70,000 people entered from Morocco, Spanish authorities are intensifying security measures and political scrutiny.

King Felipe VI held a high-level meeting at Zarzuela Palace with Defense Minister Margarita Robles and top military leaders to assess the situation from a defense perspective. The meeting included the Chief of the Defense Staff and the commander of Ceuta to evaluate surveillance and response capabilities.

Prime Minister Pedro Sánchez has characterized the event as a “hybrid attack” and emphasized the need for better preparedness and increased investment in border control and migrant reception infrastructure. The government has allocated or planned 180 million euros for reinforcing the borders of Ceuta and Melilla.

Political tension has risen following the declassification of intelligence reports. Critics and media outlets have noted that the National Intelligence Centre (CNI) and police had issued warnings prior to the mass entry, contradicting government claims that no formal notice was received. This has led to intense political debate regarding the government's management of the crisis and its impact on national sovereignty.
