Kingston tenants report failure of landmark rent rollback

In Kingston, New York, tenants are reporting that a landmark 15% rent rollback has failed to lower their monthly bills. Despite a 2022 vote intended to reduce rents in stabilized apartments following pandemic-era increases, some residents claim they continue to be overcharged.

Following a June 2025 ruling by the New York Court of Appeals, the state Division of Homes and Community Renewal ordered Opus Management Group to repay certain tenants and pay treble damages for overcharges. The company has since appealed the order.

Legal Services of the Hudson Valley is currently representing nearly 100 tenants seeking repayment, as overcharges may affect more than 1,000 rent-stabilized units in the city. Local organizations, including the Hudson Valley Tenants Union, are assisting residents with overcharge filings.
