Kinshasa administration undergoes leadership changes and payroll updates
Kinshasa Governor Daniel Bumba Lubaki has implemented significant administrative changes within the city-province. On September 2, 2026, a new leadership team was appointed to the Direction générale de la Brigade anti-fraude to combat illegal economic practices and revenue leakage. Tyty Mukendi Tshiashasha has been named Director General, supported by Jean-Louis Zeleda as Deputy Director General for technical and operational matters, and Hervé Kabuya Katende as Deputy Director General for administrative and financial matters.
In a separate administrative development, the payroll process for Kinshasa's urban public administration began on September 1, 2026. This phase includes agents from various urban services, provincial ministries, and the governor's cabinet registered with the Agence Provinciale pour le Développement du Numérique de Kinshasa (APDNK). The provincial government is working with SOFIBANQUE SA to facilitate these payments.
Concurrently, an identification process is underway to verify civil servants and ensure the accuracy of the payroll file. This identification operation, managed by the APDNK, is scheduled to conclude by September 9, 2026, aiming to include legitimate employees who were previously not covered by the system.
