Kinshasa introduces new advertising plan to curb visual pollution
Kinshasa Governor Daniel Bumba Lubaki has officially introduced a new Advertising Cadastral Plan to regulate outdoor advertising and combat visual pollution in the capital. The initiative aims to restore urban order and improve the city's aesthetics by preventing the anarchic proliferation of billboards and unauthorized displays.
Under the new regulations, the provincial government plans to remove at least 50% of advertising structures deemed non-compliant, particularly those in prohibited areas such as schools, cemeteries, and camps. The plan also targets unauthorized advertising on public infrastructure, including the walls of pedestrian overpasses.
To facilitate the transition, operators will be granted a six-month moratorium before sanctions are enforced. The government intends to modernize the sector by encouraging a shift from traditional tarpaulin banners to advanced technologies, such as LED screens, while ensuring all advertising is properly registered through competent services.
