Kinshasa land fraud: 62 dossiers referred to prosecutors
The Democratic Republic of the Congo's Ministry of Justice has referred 62 dossiers to the Prosecutor General at the Court of Cassation to combat land and real estate spoliation in Kinshasa. The legal action targets a suspected criminal network known as ‘Folioman,’ which is accused of falsifying administrative documents and property titles to fraudulently sell land belonging to both the state and private individuals.
Investigations suggest the network is allegedly led by an individual identified as Kipasa Kitakya. The group reportedly includes a wide range of professionals, such as lawyers, bailiffs, clerks, and officials from the Land Affairs and Cadastre administrations.
This move follows a previous injunction issued in October 2025 to the Auditor General of the FARDC. While the government aims to recover misappropriated public assets, judicial sources indicate that no suspects have been detained as of yet. The Ministry of Justice stated that these cases represent only the beginning of ongoing investigations.
